One World out in Covina usually does a cool buffet but they're doing a special course for the holiday. The best thing I can think of, and perhaps the most romantic setting as well would be the buffet at Inn of the Seventh Ray. I don't know if they are doing anything special for Velentines Day but even just their usual buffet is quite amazing.
